今日のNHKＴＶの「プロジェクト✕」でカンボジア国の「飲める水道水開発」事業に対して日本の北九州市のバックアップ事業が対象になっていた。日本の水道水のレベルは全国的に飲める水道水の領域に達しており、これは世界一のレベルである。東南アジアの国々は水道水のレベルは供給量・質・安定性において低いもので、子供たちは家庭で使う水確保に1日の大半を費やしており、勉強をする時間を取られているそうだ。その水源も自然の汚染された水で、量も安定していないとのことだ。即ち、水道水インフラの確保事業は子供の義務教育制度や国民の衛生確保を確保する上で基本的なインフラである。

　カンボジア国の「飲める水道水開発」の出発点の問題は衛生的な水源の確保、漏水・盗水の解決、漏水点の発見法確率、浄化法の設定、インフラの拡大、水道インフラの拡大、水道技術者の養成だそうだが、最も苦労したのはテレメーター（広範囲に及ぶ水道設備の情報を集中監視するシステムで巡回の手間が大幅に軽減でき、情報の集約、データの自動記録を行い、遠隔地より状況把握する。プノンペンだけで５０台以上必要らしい）の設置だったらしい。テレメーターで監視すれば漏水・盗水・使用状況の把握を監視できるらしい。
