今日学区住民の人権委員会合が今年初めて開かれる。私は市のW学区の一自治会（約１００戸）の人権委員に今年なったので出席予定である。多分、今年度の活動予定・予算・連絡法等が決められるのだろうと思う。最近の学区内人権問題はとくに決まったものはないので世間一般的な問題の住民意識向上への喚起、例えばカスタマーハランスメント（カスハラ）や就職外国人などへの知識や対応の在りかたなどが提案されるのだろう。当学区での人権問題は早期解決的な問題ではないので住民の関心は低いが、自由主義社会の中では自由に対する人権の向上が重要な意識として認識されねばならない。

　会合の予定は、１３名の新委員の自己紹介、２０２４年度事業計画・予算であった。８項目の主事業計画が新委員長から説明された。活動の主目標は学区人権教育委員の世話で各町会が１１月にビデオなどの教材を題材として学区民に人権学習懇談会を行うが、各学区人権教育委員・各町自治会長などはリーダーになれるように７～９月の市人権センター主～共催の講演会等で勉強する訳である。今年の年度予算は８万５千円でこれは参加者交通費・講師謝礼・参加者に配布するお茶代に使われるが、昨年度より約３万円、私の前回委員当時より７万円ほど安くなっている。最近の会合では講演会講師は市人権センター推薦の謝礼の安い講師の講演をお願いしたり、最近はコロナ性肺炎の流行のため市の専用バスを使う県外研修を３～４年実施していないからであろう。このような傾向を今年度も採用すると今年度決算は４万円ほどで終わり今後益々予算を切り下げられてしまうと思われ、防止のために何らかの対策（DVD映写装置の購入など）が必要だろう。
