韓国の大統領が昨夜突然「非常戒厳令」を発令した。国会での少数化した与党のために来年度予算の制定までも含めて全ての制作が上手く行かず内閣側近で決めたものらしいが、戒厳令は与野党・国民の猛反対にあってあえなく６時間後には解除に追い込まれた。「非常戒厳令」とは、『戦時 または異常な事態 が国内に発生したとき，法律・国会の効力は停止され、 立法権・司法権・行政権の全部または一部を大統領が最高指導者である軍の支配下に移すことを宣言する命令 』である。戒厳令下には大統領は意のままに国政を推し進められるから大統領は比較的簡単な考えで取り入れたのではないか。今後の成り行きを考えると、却って墓穴を掘ったのではないかと危惧されtる。
